Thus the new page of history was opened at last. " Cogratulation on the founding of the Peaple' s Republic of china, recognition of the peaples Republic of China and its Central Government" (1).Was telegrammed by Soviet Union on the second day only after the founding ceremony. This is the first diplomatic to the received by New China. It is so significant that New China has declared "on side" policy.Mao zedong, leader of the Communist Party' s country in Asia, paid great attention to the relations with Soviet Union. When New China just rose from the horizon he put forward visits to Soviet Union many times, but he couldn ' t do so due to various reasons. Therefore, he again asked to visit Soviet Union after the founding of the Republic of China proclaimed shoetly and so many problems to be faced by the new government. Mao zedong left for Soviet Union on Dec. 6, 1949 after consultation with Soviet Union, and began his first , longest and important diplomatic journey in hislife. His special train arrived at Moscow on Dec. 16,1949 for friendly visit. The purpose of this visit as follows:1. Offering "congratulations on Stalin ' s birthday;2. Consulting and solving the treaties between Sino and Soviet Union, Signing a series of agreements in alliance with Soviet Union to establish and develop new relations between the two countries;3. Visiting some places in Soviet Union. Mao zedong had many talks with Stalin and other Soviet Union leaders during his visit. As Stalin worried about the abrogation of the old treaty between the two countries, the new treaties between Sino and Soviet Union were negotiated difficultly. Through hard work Stalin agreed to sign a new treaty which substituted for <> signed by Soviet Union and Kuomendang Government in 1945. Zhou Enlai lead a large delegation to Moscow on Jan. 20, 1950 to discuss the treaties and agreements. After several talks and discussions the following were signed on Feb. 14, 1950: <>, <>, <> , the joint communiqueto abrogate the treaty signed in 1945 and the independence of Outer Mongolia. Then the protocl of above two agreements and the <> to the treaty were recognized by both sides but not published. During stay at Moscow Mao Zedong visited other places in Soviet Union. The visit took nearly 3 months. The strategic alliance relations between New China and Soviet Union were established by law after talks between the leaders of the two countries and the treaty and the agreements signed by both sides.
