According To The Law Governing The Outline

Through analyzing the time background , dialectical spirit ,ontological theory and the practical theory of Being in power by law, this article tries to make a comprehensive explanation on the necessity and the legitimacy of Being in power by law; and through probing implication and how to enforce the construction of the party in power, to optimize the leadership the party being in power and how to take the affairs of the ruling party under the law; the article aim at supplying some independent thought about how to steadily accelerate the establishment of democracy and constitutional governance of China and about how to a socialistic China ruled by democracy and law under the special conditions which the communist party of China is in power.
