With the acceleration of the process of the worldwide economic integration and enterprise management globalization, human resources have become the most precious and the most unusual resources among an enterprise's resources.As the notion of science and technology being the first productive forces is deep-rooted, administrators are now putting more emphasis than ever on the human resource management. Human resources have become an important resource in gaining the competitive advantage. Human resource management has evolved from a former functional department or auxiliary & advisory department into a human resources managerial department playing the role of strategic guidance. Human resources strategy has become an indispensable part of an enterprise's total strategy.Due to global economic integration, the industry value chain of a transnational corporation has changed from an olive-pit shape with two slim heads and a big body into a dumbbell shape with two big heads and a slim body. The publishing industry belongs to knowledge-intensive industry. Influenced by the revolution of the new economy, change of global industry value chain and China's entry into WTO, the enterprises in the publishing industry in China are entering an era of strategic transition. Human resource management departments are now facing the new problems of how to make adjustment in the transforming of an enterprise's corporate strategy, how to retain the qualified personnel and how to maintain and sharpen the competitive edge in face of foreign capital inflow after China's entry to WTO and how to train the qualified and well-rounded personnel in the publishing industry.This thesis conducts an overall analysis on the challenges and opportunities facing publishing industry under the circumstances of strategic transition, new economy and China's entry to WTO. The thesis goes further to put forward the human resource strategy suitable for Publishing House A, a case study in point for illustration purposes, after a diagnosis on its human resource management problems and a thorough analysis on its major competitors.In view of the management strategy of Publishing House A and its present human resource management situation, which is characterized by human resource department still functioning mostly in just giving advice, organization structure unadaptable to the company's development strategy, lack of systematic personnel training, short of viable performance appraisal system, unsound motivation of compensation system, the author, by using the theories and methods of the subjects such as human resource management, organization behavior, accounting, strategy management, investigation and data analysis and statistics, brings forward 6 human resource strategies: to establish human resources management type playing strategic guidance, to change the organization structure from a decentralized line-of-business organization structure to amatrix one, to establish a learning organization, a scientific performance appraisal system, an all-round motivation mechanism and a human resources precaution and alarm system.Based on the above-mentioned six strategies and the concrete problems of Publishing House A, the author raises a useful and practical operational method called "One Structure, Four mechanisms and One system". As the name suggests, one structure refers to a matrix organizational structure, four mechanisms include a learning organization training mechanism, a 360 degree performance appraisal mechanism, a strategy compensation mechanism and an employee benefits mechanism, while one system refers to human resource precaution and emergency system.The above-mentioned strategies and tactics, which need to be tested by practice, are summed up by the author's personal working experience and the knowledge acquired and with the reference to some successful experience.
