Study On Strategic Management Of Regional High-Tech Enterprises

Joining WTO has made China's high-tech industry management step into a new stage with main features of macro-guidance, scientific management and services support. Because the theories, thoughts and methods system of strategic management of regional high-tech enterprises on enterprise level has not been established yet in China, the strategic management has already become a challenging problem demanding prompt solution in theory and practice of high-tech industry management. According to the practical high-tech industry management of different provinces(regions/cities) in China, this dissertation systematically puts forward to regional high-tech enterprise strategic management theory and thoughts, strategic management system, criteria-based high-tech products identification methods and high-tech enterprise evaluation indexes and methods for the first time. Then, the supporting system for high-tech enterprise development is studied systematically. Main research contents and innovative points of the dissertation are as follows:Standing on the points of government management of different provinces (regions/cities), the dissertation puts forward to regional high-tech enterprise strategic management theory and thoughts on the basis of systematic study of the characteristics of regional high-tech enterprise management for the first time. Then, a strategic management system for regional high-tech enterprises is set up.In light of the demand of high-tech product identification and management of different provinces (regions/cities), the dissertation puts forward to criteria-based high-tech product identification method to solve the problems of non-liner, qualitative and quantitative indexes in high-tech product identification. On the basis of classifying comprehensively and analysing systematically relevant factors, high-tech enterprise evaluation indexes system is set up, and the weights of indexes are given. Then, methods of fuzzy comprehensive evaluation and intelligent comprehensive evaluation are proposed, and the comprehensive evaluation neural net system is trained effectively.According to the practical development of China's high-tech enterprises, theincubation system, development and management of cooperation among industries, universities and researches. On the basis of WTO's criteria and the thought of promoting innovation, the dissertation puts forward a strategic structure of setting up a supporting system for developing China's high-tech enterprises, and related policies and countermeasures of industrial policies system, investment & credit system and mediate services supporting system.This dissertation systematically and creatively studies regional high-tech enterprises' strategic management theories and methods. Practical application in identifying the first lot of Heilongjiang provincial high-tech products, practical approach in comprehensively evaluating typical high-tech enterprises and strategic policies study on the development of Heilongjiang provincial high-tech enterprises have all reflected the regional high-tech enterprises' strategic management theory and thoughts, strategic management system, methods and policies put forward in this dissertation having great theoretical significance and practical application value.
