With proceeding of china's economic system reform, scientific research institutions are also subjected to immense impacts and shocks. How to confront the world of constantly quick-changing and to find approaches to survive, develop and leap forward and to practice the idea of advance with the times simultaneously and to carry out the functions imposed by our society are the crucial questions for all scientific research institutions to answer. The staffs of scientific research institutions regardless of rank or status are all thinking, pursuing and attempting earnestly to seek the theories that suit for China's national conditions and their own institution and try to find the correct trains of thought and ways and to accumulate useful experiences. They expect to establish strategic positions and objectives at the overall strategy level and to put it into effect.The study object of this paper is Shandong Scientific Research Academy(SSRA). The goals of this dissertation are to render useful decision-making and managerial approaches on development strategies for SSRA in order to fit in with the changing environment and to allocate the resources efficiently and to plan as a whole the future implementation measures on the top management level. The author attempts to have it be practical and feasible.On the basis of basic theories of strategy management this thesis analysed the internal and external environment of SSRA with scientific methods and examined the interior resources, system of organization and operation in accordance with the demand of the Committee of Communist Party of China of Shandong Province and Government of Shandong Province to SSRA and clarified its position in the future development and worked out a objective of developing "three bases and three centers" and defined eight principles to hold on and designed a scheme on diversification strategy, coalition strategy and recombine strategy and brought forward an opinion of structure reconstruction, five-year developing plans, combination of research funds investment and intellectual property.The plans and ideas of this article have taken guiding and positive effects on SSRA's overall works and most part of the essentials were accepted by SSRA's construction schemes. And the basic theories applied and the trains of thought and design path of this study can be used by other scientific and research institutions for reference.
