Environmental industry is a newly emerged industry and becoming more attractive with the implementation of reform and open policy and economic development. However, there are some characteristics in environmental industry: disbursement and passive requirement features of environmental products from environmental market, as well as public facility feature of some environmental infrastructure. As a result, environmental industry is a kind of industry that should be guided by policies with macro economic policies of the state and environmental laws and regulations playing important functions in the development of environmental market and industry.To reach the target of the development of a company depends on strategy and efficiency. While the important elements are to improve the management and increase efficiency, the key is to draw out a strategy suitable for the company own. The features of the environmental industries in Sichuan Province are small capacities with less core industries and low quality of products and technology. Most of industries have no strategy of development, no brand and no clear plan for future. Even with a short time success, such kind of industries cannot maintain a long-term good business. What is shown from the development tendency is the fierce competition among environmental industry and the increasing function ofstrategic management to the development of enterprises.During the starting period of the environmental industry, it attracted few large-scale national owned enterprises for the great differences among the technologies for pollution prevention and environmental products. Such features resulted in the failure in business operation in scale and the majority of enterprises involved in such industry being township or small-scale ones. During the recent years, with the improving of management and the increasing of investment in environmental protection from the state as well as the adjustment of policies, there has established a giant market, which attracted numerous enterprises entering into the environmental industry vigorously. From the needs to guide and administrate environmental industry, the national government has issued a lot of administrative regulations, permits and standards, which cause barrier for the newly entered enterprises. Sichuan QY Environmental Engineering Co. Ltd. (hereafter as QY company) should grasp opportunities and accelerate the development after the pioneering period of the company with the advantage of early entering the environmental industry and the support of achievements and customers it acquired these years. Therefore, the dissertation gives an idea that the strategy of QY company is just the development strategy.The purpose of the dissertation is, by using theoretical means and analysis ways of strategic management theory, to analyze the opportunities and threats from external environment of Sichuan QY Environmental Engineering Co. Ltd. (hereafter as QY Company) from macro strategic conditions and competitive situation the company is in; to analyze the internal strengths and weaknesses from human resources, technologies, products, management and culture of the company; and, by using theoretical means of strategic management like SWOT, and BCG matrix, to unify internal resources and external factors for the strategic formulation, and determine the feasibility of such strategic program ,in order to work outdevelopment strategy of QY company. On the basis of development strategy established for QY Company, it is realistic to improve the core competence and to realize sustainable development of the company.
