Northeast Liberation War is a significant part of China's War of Liberation. After the victory in the War of Resistance Against Japan, The Central Committee of the Communist Party of China formulated a policy that strive for controlling Northeast and founding a consolidated revolutionary base, which was a most important content that "defense the south and develop toward North".Due to some subjective reasons, the Center Committee of CPC used to adjusted and change the Northeast-controlling policy for several times during it's implement. Concerning these adjustments and changes, divergent views have always been existing within the academic circle on some issues, such as, Why the CPC changed the "scatteredly develop" policy into "Capture Northeast only" policy in the end of Oct., 1945? Why didn't the CPC give up seizing big cities determinedly after we had dropped Jinzhou and the army of USSR had retired? Was the war of Siping Defense an error in tactics? And these divergent views are the focal and at the same time difficult points of this article.This article is composed of three parts-the Introduction, the body and the conclusion. The body mainly contains the following contents:In the direction of Mao Zedong's theory of China's revolution, the revolutionary base in countryside experienced three stages, i.e., the initial stage during the Land Revolution, the great developing stage during the War of Resistance Against Japan, and the last stage to encircle the cities form the rural areas and then capture them, and win all over the nation during the War of Liberation.The "Control Northeast "policy is an important part of the CPC'S policy all over the nation during the War of Liberation. To found the new revolutionary base-Northeast, the correct way was still encircling the cities form the rural areas and then capture them. Since the relative strength of the enemy forces and out own had not changed, it wasunrealistic to give up the policy of founding revolutionary bases scatteredly and to follow the "capture Northeast only" policy completely control the whole northeast base including a large number of cities and countryside in a short period.I will stress the "Give up the main road and seize two sides" policy. New features can be found in the northeast base.To deal with the Northeast problems, when the Kuomintang were attacking Northeast vigorously and the USSR army had withdrawn, the CPC decided to seize the main roads of big cities and concentrate main formations to defend Siping that was considered a policy implemented before the time was rip, therefore, it was still unrealistic. Only by retreating the policy of founding a consolidated base did the PCP lay a foundation of victory in the War of Liberation.In the conclusion, I point out that although there were some favorable conditions of founding the Northeast base after the victory of the War of Resistance Against Japan, it is an indispensable step to encircle the cities from the rural areas and then capture them.
