The sluggish development of medium and small enterprises is the main cause that restricts the development of Jiangxi economy, probing into the gap between jiangxi's economy and that of the nation and the neighboring provinces ,we find the main causes are the following-.difficulty in financing, weak technological innovation ability, unfavorable operating environment and regulation system. To counter these problems, the author thinks that the following measures should be adopted in order to develop medium and small enterprises in jiangxi:First, perfect the financial supporting system to the medium and small enterprises. Establish "credit guarantee fund for medium and small enterprises in jiangxi", solving the medium and small enterprises' problems such as the difficulty in loan, in financing and the inadequate registered capital. Provincial government should gradually arrange some mature stock enterprises to be listed or listed through purchasing some listed companies, achieving the direct financing, further change the operating strategy of the . state-owned banks, supporting the development of medium and small enterprise.Second, speed up the technological innovation in medium and small enterprise, improving their core competitive ability. Studies of schumpter and some other professors show that there is no significant relatedness between technological innovation and enterprise's operating scale. Government should motivate the medium and small enterprises to carry out technological innovation, research and development, and to adopt new technology, toward which favorable policies should the offered. Some of the technological innovation projects that have bright prospect should be provided discount support, in the mean time establish technological innovation financingprojects.Third, establish and, prefect socialized service system for medium and small enterprises. Formulate management regulations of medium and small enterprises in Jiangxi, straightening out the medium and small Enterprises' economic and social management relations.
