Assistance To The Vulnerable

At the fifth Session of the 9th National Congress held in 2002,the concept of social vulnerable groups was first presented by Premier ZhuRongji in his "government work report", in which the government planed to take the practical policies and measures to support this group, which indicated that the question of social vulnerable groups had caused great attention of the government. But seen from reality, still a lot of weak points exist in supporting the vulnerable groups in our country. Polices and measures of our government still have certain shortcomings in "provides timely help" for the vulnerable groups, and the enthusiasm of the social forces supporting the vulnerable groups has not fully aroused and embodied yet. So, though our national economy has kept better developing state for several years in succession and the living standards of our people are being improved constantly too, the vulnerable groups fail to fully enjoy the achievement that the economic growth brings, and social economy fails to form the developing state which is favorable to the vulnerable groups. Among different areas, different trades and different groups, incomes gap draw back day by day .The constant enlargement of the scale of vulnerable groups violated the social just principle, did not accord with the basic goal of the social development. And it had formed one of the important risks which infuluenced social stability and economic development. This question, not only concern social stability and long-term stability of China, but also concern the high-efficient and orderly development of Chinese socialist market economy. Therefore, the purpose of this paper is that, supporting vulnerable groups should be a long, stable and lasting course. As to the government, it need to make a policy system which supports the vulnerable groups constantly and legally. The government should use such policy as finance, tax, transfer payments, and so on, in order that the vulnerable groups could break away from the vulnerable state as soon as possible, so as to clears the obstacle of our magnificent goal.Four parts are covered in this paper:The first part will analyse the meanings, reasons and classification of the vulnerable groups. This part is the precondition of the paper.The second part will explain the basic supporting strength and analyse the leading role that the government should play from necessity and possibility.The third part is use for reference from countries of USA, India, Singapore separately, it will analyse each basic method and reference to our country in supporting the vulnerable groups.The fourth part is a conclusion part of this paper, presents the basic tactics of supporting the vulnerable groups, proposes the overall imagination, namely create the condition for the vulnerable groups to realize the development type and enjoying type of life quality on the base of life quality of surviving type. The concrete measures are that we should set up a policy system to support the vulnerable groups, grade, classify , assign to one, go on step by step and by stages.
