Haze in Peiking, Tianjin and Hebei Province, is a severe threaten for people’s life and health. This problem is going increasingly fierce recently, and becomes a sensitive politic, social and even international issue. Serious haze is not only an issue about environment and livelihood, but also concerns deep-seated development and governance issues.Haze governance in Peiking, Tianjin and Hebei Province, requires an important governance model and organizational platform——intergovernmental cooperation which is also the management subject and carrier of implement for Peiking-Tianjin-Hebei integration. Intergovernmental cooperation in haze governance at Peiking, Tianjin and Hebei Province, is a new model of management, governance and operation mechanism based on new development concept, social background, social management and government management practice in new era, is an innovation of management style, institution and mechanism, and comprehensive application of policy tool. Under the background of modernization of national governance systems and governance capacity, construction of ecological civilization and development of Peiking-Tianjin-Hebei integration, studying on intergovernmental cooperation of haze governance has multiple effect, especially has important theoretical and practical meaning.Regional intergovernmental cooperation is an inevitable choice of multiple-governance, under the background of new public management movement. Intergovernmental cooperation of have governance in Peiking, Tianjin and Hebei Province, is a key approach to facilitate regional integration and to achieve regional ecological pollution governance. Improving operation level and effectiveness of intergovernmental cooperation, key problems are setting up clearly target and scientific planning, establishing feasible cooperation model that fit for reality and aims to real questions, core problems are perfecting organizational and mutual trust platform in order to give full play to cooperation impetus and supportive function of security mechanism. It’s essential that, governance subject such as government, market and society, to carry on effective cooperation under collegiate governance is precondition for efficient mechanism of intergovernmental cooperation. However, enhancing leading, unifying arrangement and strengthening supervision are chiefly issues.Intergovernmental cooperation of haze governance in this area contains general target, policy target and management target. General target aims to unify regional air quality arrangement, regional environment standard, and energy supply and distribution policy. Policy target is setting up unified and effective policy mechanism, supervision mechanism, security mechanism and legislation mechanism. Management target is to achieve unified management platform, management goal, management function, evaluation indicators and systematic management. Intergovernmental cooperation fields mainly contain industrial exhaust emission, agricultural biochemical emission, livelihood soot emission, and communications exhaust gas emission. Intergovernmental cooperation plan includes four steps:planning period (2014-2015), framework cooperation period (2016-2017), deepening cooperation period (2018-2020), and optimum cooperation period (2021-2030).Intergovernmental cooperation of haze governance in this area contains three models: unilateral cooperation, bilateral cooperation and multilateral cooperation. Each model has its own characteristics and fit for different cooperation fields. Enhancing intergovernmental cooperation among Peiking, Tianjin and Hebei Province, requires solving problems such as institutional coordination, authorization and fragmentation of environment policy. First of all, exploring and establishing effective intergovernmental cooperation model is crucial issue. Under the background of Peikong-Tianjin-Hebei integration, putting forward coordinating and repairing program for prominent problems of each model, has significant theoretic and practical meaning for facilitating complicated ecological governance move towards intergovernmental cooperation.Intergovernmental cooperation of haze governance in this area has to break through administration dilemma, market dilemma and society dilemma, and has to give full play to combined action of multiple governance tools so that realize seamless cooperation among governance subjects. Perfecting functional property of intergovernmental cooperation needs to establish law authority, guarantee effectiveness of administration system, respect market rule, and erect fairness of supervision system. Intergovernmental cooperation could achieve its function and work effectively only trust mechanism has been established under five conditions:leading by collegiate governance idea, holistic strategy arrangement, benefit coordination institution, synergy policy, and public opinion supporting.Intergovernmental cooperation of haze governance in this area mainly contains three power mechanisms, they are political mobilization mechanism, systematic mobilization mechanism, benefit balance mechanism. What’s more, the outside security mechanism contains information exchanging mechanism, dispute solving mechanism and performance evaluation mechanism. Only various mechanisms work smoothly and effectively, institutional resultant force gained, intergovernmental cooperation could consistently running and improve function, influence and cohesive force.
