The Vision Of Governance, Development And Reflection Of The Non-governmental Organizations

The reason that the western scholars put forward the theory of "governance" is mainly because there is not only the failure of market but also the failure of government in resources distributing. The scholars hope that they can find another way from outside of market and government to resolve the problems of optimizing the resource distributing by the study of the theory of "governance". The theory of "governance", as a new pattern and new theory, is totally different from traditional administration. Comparing with traditional administration, the theory of "governance" has the new meaning in subjects, ways, objects and goals. "Governance" emphasizes not unification of the government power, but the diversification of subjects; emphasizes not governmental single management from top to bottom, but interaction management between top and bottom; emphasizes not only national public affairs, but also universality of objects and unification of the targets. The essence of "governance" is referred to the diverse authority to manage the public affairs commonly between top and bottom on the basis of mutually criterion for the sake of the common valuations and benefits.Non-governmental organizations, which are the social civil organizations, emerged late in the 20 centuries. They, as a kind of new system, have the enormous potential and make it possible to solve the failure of market and government. As the importance parts of citizen society and subjects of governance, non-governmental organizations that have stronger variety, flexibility, creativity and participation, play more and more important roles in managing national and social public affairs.Before reform and opening, because government integrates society highly, non-governmental organizations in our country were still in embryonic situation or could say that they didn't exist at all. But since reform and opening, with the gradual deepening development of political system and economic system, non-governmental organizations in our country develop rapidly, playing an important role in environmental protection, annihilating poverty and developing, social service, science, education, culture, sanitation and so on. But non-governmental organizations in china are strictly different from those in the west because of its short-term development and weak foundation. At the same time, non-governmental organizations also face many problems in participating to manage national and social public affairs. For example, citizen society is not perfect, which makes non-government organizations lack the realistic foundation in participating to manage public affairs; non-governmental organizations are in dilemma in development; non-governmental organizations also have weakness in construction and function. To solve these problems, this text is in an attempt to find a development road with Chinese characteristic of non-governmental organizations, by the study of laws, the relationship between non-governmental organizations and government, non-governmental organization's inner management and international communication and cooperation.
