Social service agencies,also named private non-enterprise entities,are one of the three basic types of social organizations in China.They are the main providers of specialized,diversified and personalized social service,as well as the important participants in social governance.They have the characteristics of the sociality and commonweal.In order to promote the high-quality development of social service agencies,the government needs to supervise and support them in a more effective way.Moreover,the government needs to cooperate with them in a wider range,at a higher level and in greater depth.Therefore,it is very necessary to study the government’s governance strategies for social service agencies,which include the governance principles,value orientation,governance tools,etc.,analyze the rationality and inherent defects of these strategies,and then put forward optimal suggestions.The research will help to improve the government’s governance effectiveness for social service agencies and contribute to the high-quality development goal.This paper first combs the policies and governance strategies of social organizations since the founding of the People’s Republic of China.Previous policies and strategies,such as the system of dual management and the principle of strictness and stability,have had a profound impact on the current governance practices.After the18 th National Congress of the Communist Party of China,focusing on both supervision and support has become the government’s fundamental strategy for developing social service agencies.From the perspective of the number,quality,distribution,talent group of social service agencies,the government has achieved initial success in developing and governing these agencies,but the goal of high-quality development is still difficult to achieve.The empirical study of Q District in N city shows that the officials have different preferences for the governance strategies while dealing with social service agencies,which can be summarized as "policy guidance and for my use","consultation and cooperation for mutual benefit and win-win results" and "strict supervision and negative incentive".Governors from district-level government tend to use policies to guide social service agencies and make them meet the needs of local economy and social development.But they are not responsive enough to the demands of social service agencies.Governors from subdistrict offices and communities attach great importance to consultation and cooperation,which can stimulate innovation and improve cooperation efficiency.However,most social service agencies are still underdeveloped.And some governors lack awareness of equality while carrying out the cooperation with social service agencies.Thus,the foundation of cooperation is not solid.Some governors pay great attention to strict regulation,which can effectively prevent social risks.But it costs a lot to implement laws and regulations and put all the agencies under strict supervision.Moreover,strict supervision leads to excessive control and lack of flexibility.The preference of three strategies is related to the rank of governors and their duties.In order to improve the effectiveness of the governance,the government can learn from the meta-governance theory and coordinate these strategies to form synergy.Suggestions include improving the institutional arrangements to provide participants(the government officials and social service agencies’ workers)with a framework for action,establishing common beliefs and goals to consolidate the foundation of cooperative governance,and last but not the least,empowering social service agencies to achieve resource complementarity and optimize the mode of cooperation between the government and social service agencies.
