The report of the Chinese Commnmist Party's 16th national congress says: "According to the demand of liberating and developing productivity, we should persevere in and perfect the basic economic system whose main ownership is public and a lot of ownerships develop together" Therefore supporting and leading the development of nonpublic economy is the need of developing the different productivities in the long period of time since the nonce is socialistic primary stage;the developing rule of nonpublic economy is analyzed in this paper and the function which can not be replaced is that the public ownership enhances national economic vigor and fully mobilizes mass and social enthusiasm from every aspect and quickens the development of productivity in the current time is understood distinctly; the course of the development of civil economy is summarized and reviewed, in the meantime the current stage which is the current time is understood distinctly; the course of the development ot civil economy is summarized and reviewed, in the meantime the current stage which is the transformable period from the planned economy to market economy as well as the form of the sole ownership.
