| Encouragement is very important in the management activity,and motivation mechanism is an important respect in civil servant's institution.The efficiency of the motivation mechanism of civil servants ralates to government performance and enthusiasm of civil servants.At present,our government has being perfected instiution of civil servant,concluding motivation mechanism of civil servants.It has made good result,on the whole.However,the desigment of motivation mechanism neglects the particularity in diferent administrative levels,especially to civil servant in villages and towns.As a result, there are a lot of problems during the practical application.In the environment of administrative reformation and the new country construction,how to put forward effective countermeasures to improve the motivation mechanism of villages and towns' civil servant is imminent.On the basis of system viewpoint and contingency theory,this article describe the reasons of poor running of the motivation mechanism of villages and towns' civil servant from the dynamic perspective.And proposed the corresponding countermeasures.This paper is composed by four chapters.The first chapter defines villages and towns' civil servant and motivation mechanism of villages and towns' civil servant.And expounded the function of motivation mechanism of villages and towns' civil servant.In the second chapter, I first describe particularities of villages and towns' civil servant in the respect of job content job object,their own quality,and their position on the Street-level bureaucracy. Then it utilizes the questionnaire to study the actuality of motivation mechanism of villages and towns' civil servant.So as to find out the shortages of motivation mechanism.The third chapter ,on the basis of system viewpoint and contingency theory, expoundes the reasons of the poor running of motivation mechanism from the dynamic view. The reasons are the difficiency of factors of motivation mechanism,the conflicts between these factors,deviated from the needs of villages and towns' civil servant,and the adverse external environment.The fourth chapter is the piece of countermeasures that on the basis of the research production and the analysis of last chapter.At last,this article reviews the main pionts and conclusion,then prospects the follow-up study. |
