China has been fight for the establishment of a comprehensive personnel system after the founding of our country. Until the reform and opening up China was really beginning to the road of building a modern civil service system. From "Provisional Regulations" of 1993 "The People's Republic of China Township Civil Service Law,"of 2006 our villages and towns'civil servant system begun to change traditional into the modern civil service system, established the basic framework of the villages and towns' civil servant system, formed a "Civil Servant Law" as the subject of regulations and implementation details of various individual matched the legal system, including township civil service pay, rewards and punishments, job movements and the appointment and removal, assessment, supervision and so on. The township civil service incentive mechanism was continuous improvement and up form the basis. But because of the complexities of incentive mechanism and the rapid development of China's social transformation in the period, the township civil service incentive mechanisms, especially the incentive mechanism should still be further improved and enhanced. Our Government in particular, the township government to establish a complete set of able to adapt to the new situation and new requirements, effectively improve the administrative efficiency of the new era of civil service incentives, adequate to motivate public servants and the potential to promote the better completion of the Government's objective to achieve the ultimate aim of serving the people, government and academia in China's current important issues.
