With Regard To The Diplomatic Courier And The Diplomatic Bag Several Questions Of International Law

Based on relevant international conventions on diplomatic courier and diplomatic bag, the article first analyzes the definition, qualification, recognition and the privilegesi-and exemptions enjoyed by diplomatic courier and then sums up the basic theories about the use of diplomatic bag, its element, content allowed, and legal status. As a kind of "special diplomat" , the diplomatic courier bears the responsibility of ensuring the confidentiality and security of the diplomatic bag. The privilege and exemption enjoyed by a diplomatic courier originates from its duty. The diplomatic bag is an important means used by diplomatic missions to secure the freedom and confidentiality of diplomatic correspondence. Though existing international rules and laws are nearly sufficient in protecting the legal status of the diplomatic courier and diplomatic bag, it is necessary and beneficial for the international society to further strengthen the legislation on the status of diplomatic courier and diplomatic bag.
