Ethical leadership is another hot topic of Western leadership research following transformational leadership. Foreign research on ethical leadership mainly grounded on the commercial organizations background to discuss, and lacked the discussion on the ground of the governmental organization. This paper, based on research about ethics related theories and literature, grounded on the Chinese government organization culture background, combined with quantitative and qualitative methods method, applied SPSS17.0and AMOS7.0statistical software, systematically studied ethical leadership structure, effectiveness and the differences in demography variables under the background of government organization. This paper mainly contained three aspects:(1) We designed the ethical leadership scale and explored the ethical leadership structure. Samples mainly are civil servants from MPAs of Nanchang University and MBAs of Jiangxi University of Finance and Economics. After the exploratory factor analysis, the verification factor analysis, reliability analysis and validity analysis, we finally obtained the high reliability and validity of the ethical leadership scale and double-factor structure-ethical characteristics and moral management.(2) We selected the leadership satisfaction, the extra effort and service satisfaction as standard variables of the effectiveness of the leadership. We used the scale from study (1) and selected three government service units (contained200civil servants) from one county of Jiangxi province as subjects. We verified the effectiveness of the ethical leadership in the government organization background and discussed ethical leadership mechanism of action. We did descriptive statistics analysis, correlation analysis and regression analysis. The analysis results show that ethical leadership had the positive prediction function for leadership satisfaction, the extra effort and service satisfaction. Furthermore, the leadership satisfaction played the mediating role between ethical leadership and the extra effort type. Leadership satisfaction and the extra effort played the partial intermediary role between ethical leadership and service satisfaction.(3) We utilized study (2) data and samples, respectively analyzed the difference of ethical leadership’two dimensions in gender, age, marital status, the highest degree and work rank. The analysis results show that ethical leadership did not exist significant differences in gender and marriage variables and exist significant differences in age, the highest degree and work rank variables. The older age, higher degree and higher work rank, the higher ethical leadership index.Finally, we summarized the research results and proposed several suggestions for reality; we also point out the shortcomings in this paper and some problems that we must pay attention to in the future research.
