Tourism industry is the new modern one that develop rapidly in the world, especially after World War II. Tourism entered into progressing, and mushrooming period in 1960s, evolved as one of the most prosperous and sizable industries in contemporary times. After accession into WTO, although china is confronted with a lot serious challenges, but provided with tremendous opportunities. It is the prime tasks that china spare no efforts to eliminate obstacles that possibly hamper tourism development, and to widen and perfect circumstances for expanding industry.This thesis expatiates that tourism industry produces impacts on economic development from theory to practice, and describes status in quo on all sides in a macro way. At same time, and forms fundamental intact system info on which tourism development rely through systematical analyses on challenges and opportunities tourism faced. On this base, the thesis puts forward measures of developing tourism.By studying on relationships between general agreement of service trade and tourism industry, the article tables a proposal that developing tourism should take several measures, as follows: First, quickening amendment of capitalizing on foreign funds. Second, giving plays to oriented-government. Third, establishing managerial regulations. Fourth, quickening reform. Fifth, opening up to internal. Sixth, transiting government function. Seventh, promoting ownership reform. Eighth, pushing travel agency reorganization, gradually realizing collectivization and network. Ninth, strengthening enterprise operation, improving competitiveness. Tenth, energetically applying advanced scientific technology, adapting itself to information times.The article takes several forms such as illustrations and tables during discussions and analyses.
