With the information resource of the government, the essay is to build up a system that is a part of the social credit managing system, under the market economy conditions to evaluate enterprises' credit, so as to resolve the severe unbalance of credit of the whole market. Accordingly, the essay will utilize the credit information of enterprises that is involved in the Information System of he Industry and Commerce Administration System (ICAS), to evaluate their credit status and classification of credit, which can be the reference to the other enterprises. I want to do some favor to explore how to utilize the information that the government has collected with high price and great efforts to build up credit system of government.The essay is to build up a set of standard, which can be used to analyze and standardize messages from the ICAS, find out credit messages in it and make them numerized. The messages can be sorted into three kinds which is ICAS, financial and else, then be processed individually. We can deal the result from last step with an evaluating model to score the credit class of one company. To accomplish the above whole process, we need to choose all the factors used for the evaluation and design an evaluating model, we should also use a mixed evaluating method and mainly use qualitative analysis assisted with quantitative analysis to figure out the credit of a company.This system is base on ICAS and SYBASE database system. And POWER BUILDER language is selected to develop the credit evaluating system. The structure of this system is client/server.The system is meaningful that it is trying to build up a credit evaluating system, so it can provide experience for government-build credit system.
