A Study On The Behavior Of Enterprise's Credit Lacking

As a matter of immaterial asset and economic resource, credit is the foundation in the circulation of market economy. Enterprise credit is an important part of the social credit system, and it is also the most common and basic form of credit. Whereas at present, the lack of enterprise credit has become the most serious and prominent problem in China, which has done great harm to social and economic activities and has been a chock point disturbing the healthy, stable and persistent development of the economy in China. Adopting economics theory and system theory, the paper systematically analysis on the composition of enterprise credit management system in China, using developed country's credit management conventions and advanced experiences as references. Applying game theory, the paper draws a conclusion that the establishing of credit system need to enforce the governmental supervision. Also based itself on the functions of administration for industry and commerce and compared to the functions of other government departments, the paper discovers that industry and commerce administrative department has its legal and status advantages, therefore should play a bigger role in the building up of enterprises credit management system. Then the paper discuses on the supervision of industry and commerce administrative department to the implementation of enterprise credit in three aspects: perfecting enterprise's credit information database, pushing effective and classified supervision and promotion mechanism, and improving scientific credit evaluation.This paper chooses the functions and solutions of administration for industry and commerce in the building up of enterprise credit management as the core content to be studied, and makes suggestions to industry and commerce administrative department on the supervision of enterprise credit so that the overall enterprise credit level in China will be upgraded. In this regard the paper finds itself helpful and practical in the construction of an honest and credit social environment.
