The establishment of government performance management system is an important part of the Party Central Committee and the State Council to deepen the reform of the administrative system and promote the transformation of government functions and management innovation.The report of the 18 th National Congress of the Communist Party of China clearly states: "Innovating administrative management,improving government credibility and execution,and promoting government performance management".In recent years,from the central to the provinces,local cities are based on their own understanding to carry out government performance management,in the selection of evaluation objects,organizational implementation agencies,index system construction and so on are not the same.At present,when Guangzhou is promoting the construction of new urbanization,this paper chooses the business evaluation department of TH District,Guangzhou City to carry out performance evaluation research,and hopes to sort out and standardize the leadership system,working mechanism and working method of business function and business management.The formation of targeted operational evaluation system to promote the business sector service-oriented government construction.On the basis of combing the research achievements of the predecessors,combining with the research objectives,this paper has done three main tasks:First,the initial performance of the business sector for the performance evaluation system,including the clear evaluation of the main body for the higher level government or the same level,but to entrust a third party as the ideal mode of implementation;evaluation of the object,including the Trade and Industry Bureau set up functional departments and subordinate business;And learn from the analytic hierarchy process,the establishment of subjective and objective evaluation in one comprehensive evaluation index system,by the work effect of five primary indicators of 14 three indicators.Second,to test the feasibility of the evaluation system,the Guangzhou TH District Trade and Industry Bureau as an example to carry out empirical research.The results of the 2015 annual evaluation show that the comprehensive performance score of the 12 departments is 84.6,the comprehensive performance score of the 16 points is 83.8,the overall performance is good,and the work effectiveness is guaranteed,and the key completion rate is higher.There are a number of problems,including the overall performance of various departments / sub-performance imbalance,the overall service satisfaction is low,lower efficiency of administrative examination and approval.The third is to put forward some suggestions on the problems reflected in the performance evaluation results.Including the service performance improvement in the business sector,to strengthen its performance awareness,pay attention to the improvement of service satisfaction and evaluation work,and strive to improve the efficiency of administrative examination and approval;at the same time should establish a long-term performance evaluation mechanism,from " Attention to public opinion " to further improve the evaluation system,broaden the scope of the main performance evaluation.
