With the deepending of our country's reform,the arrival of the knowledge economy and the further accelerate of the global economy,the compete between the enterprises become fierce day by day.The gap of the compete reflected between businesses is the gap on technique and managment .But the carrier of the advanced science and technology and the modernized manage knowledge is human resourses. So "The competetion between businesses is substance the competetion between talents".For one thing, higher quality staffs increasingly become the key factor that enterprises struggle for existence ;for another,the fluidity of the business's talent grow with each passing day. So the talent become scarce day by day. In order to maintain the staffs quality constantly,to train and develop staff members have become a work that the manager have to attach great importannce .IBM company ,a big enterprise of America, being well-known at management,has a well-known saying: " staffs ability and duty's increasing is the resources that business success.
