In the process of social management, people wish themselves to berespected, equally treated and trusted. And at the same time, the police also gradually turns theirwork from closed-off management to open management, from passive acceptance to activecommunication, hoping that the masses can support their work and participate in it. As a result,the police have to change the work idea, improve the way they behave and form a new servicemode of work in order to satisfy the needs of social development, cater to people’s expectationsand promote its own growth. Therefore, police security organs at different levels are expected tobuild up harmonious relations between police and people which play a really important role inthe police work.In recent years, Liaocheng Public Security Bureau insists on shift of ideas, innovation ofways and takes many steps to promote the building of harmonious relationship between policeand the people such as strengthening the guidance of thought, improving the methods of workand facilitating communication with the public and the media. Consequently, Liaocheng PublicSecurity Bureau has improved the public sense of security and satisfaction for police, receivedwide praise from different social sectors and established a good image in public hearts.Meanwhile, the construct of harmonious police community relations becomes the powerfulimpulse for promoting the security work and police rank construction, at the same time plays anirreplaceable role in maintaining social and political stability, striking illegal and criminal activities, serving the development of economy and building the harmonious society. However,there are still some negative factors with some good results achieved in harmonious policecommunity relations construction,such as denial of justice, laxity in law, abuse of power andaccepting the bribes in a few policemen, which hurt public trusts for the police badly. Acting asprotective shields and seeking ill-gotten gains make the public abhor strongly. Some policemenlack of the deep awareness of law even violate the dissatisfaction of the people and disrupt therelationship between police and the public. To further strengthen the construct of harmoniouspolice community relations and promote public security work innovation and development, thisthesis makes a serious study for the background, developing condition and effects of the policecommunity relations in Liaocheng Public Security Bureau, makes a deep analysis for existingproblems and the cause as well. This thesis also puts forward some measures and suggestionsfrom following five aspects: making a correct understanding of the police community relationsstrategic position, enhancing the ability of law enforcement, improving the quality and cohesionof police rank, increasing the participation of the public and establishing the mechanism ofperformance evaluation.
