Preliminary Study. Panzhihua City Management

The idea of city operation provides the means of market economy to centralize, regroup and operate the natural capital (such as land), man-power capital (such as road, bridge) and correlative outstretched capital (such as crown right of bridge) that form the city space and city function carrier. However, city operation is quite different from enterprise operation, because enterprise operation cares more about profit, while city operation must take economic, social and environmental benefits into account.The function and significance of the city operation are: City operation is the newest developing idea that supplies a effective approach for breaking capitals bottleneck and realizing sustaining city construction industry; Furthermore, city operation can effectively relieve the shortage of capitals for government; Enhancing the efficiency of city construction; Assuring of putting city construction planning into practice. The city economic construction can realize the good circulation. With theories of Strategy Management, marketing, City Economics, this thesis firstly make general introduction to city operation theory, analyzing and exploring land operation for PanZhiHua with reference to the city management experience in other cities, listing thoughts for guaranteeing and pushing the city operation of PanZhiHua. This thesis is divided into four chapters: In the first chapter, this thesis makes general introduction to notion, category, target, significance and characteristics of city operation, concluding usual problems in the process of city operation, bringing forward general thoughtfulness.In the second chapter, this thesis recommends some experience in other cities.In the third chapter, this thesis primarily narrates general situation ofPanZhiHua city that include current city planning, city construction and land operation.In the chapter four, this thesis puts forward the city operation strategy of PanZhiHua. This thesis analyzes advantages, disadvantages, opportunities and challenges of PanZhiHua, listing the city operation strategy of PanZhiHua. Furthermore, emphasizing the main problems in the process of land operation in PanZhiHua, making opinions for pushing development.Presently, this thesis thinks that the entry into WTO and western exploitation give unprecedented opportunities and challenge for the city development of PanZhiHua and other cities. Due to living in PanZhiHua for over 10 years, the writer feels strongly the lagging economic development in PanZhiHua. Therefore, on the basis experience of other cities management, this thesis analyzes the situation of PanZhiHua city construction by current theory of enterprise management, putting forward the operation strategy for PanZhiHua, struggling to make suggestions for PanZhiHua's city operation　and embracing the hope of doing some good to the city development of PanZhiHua.
