Research On Supervision And Management Of Quality And Safety In Construction Projects On The Perspective Of Government

During the construction stage,quality and safety supervision and management are the assurance to achieve construction goals,especially for actions taken by the quality and safety supervision department(QSSD),the member of the government.According to the practice,information asymmetry leads to some supervision and management problems between QSSD and construction enterprises,such as the single form of supervision and punishment and low effectiveness.In the existing studies,interactions and relationships,such as inner-construction enterprises,the government with QSSD,and the owner with its engineering supervisor are discussed.However,the problem about quality and safety supervision and management in construction between the QSSD and construction enterprises have been overlooked.In Addition,considering the uncovered hidden dangers in quality and safety,the construction enterprise is punished and commanded by the QSSD to reconstruct them.On the opposite,the QSSD should examine and verify the reconstruction work,which makes the principal-agent relationship between the them.This thesis employs the reputation theory to model the relationship between QSSD and construction enterprise firstly.Then,the analysis on actions and utilities of construction enterprises in the distinct game stages has been implemented and the improved suggestions for the theoretical analysis results are proposed.Thirdly,the construction and supervision status about Chongqing Changhe highway projects are introduced and the problems occurred in the supervision are concluded.Finally,by integrating the model analysis results with the case problems,the improved supervision system has been constructed and some suggestions have been proposed.The detailed contents are discussed as follow.First of all,a systematic literature review on quality and safety management in construction has been conducted and results show that:(1)the existing studies are mainly on construction enterprises inner management and(2)the game theory has been introduced widely in construction supervision management.Secondly,according to the agent-principal theory,the QSSD sets the objective as eliminating problems to maximize the benefits for the public,while the construction enterprise tries to minimize the cost with the economic and rational man assumption.Considering the information asymmetry,the reputation model is utilized to model the relationships between QSSD and construction enterprise and the emphasis on actionsand utilities analysis taken by construction enterprise has been implemented.And then,from the theoretical perspective,some improved suggestions for QSSD supervision have been proposed.Thirdly,by analyzing the construction and supervision status about Chongqing Changhe highway project,the quality and safety problems leading by construction enterprise actions are concluded which are used to construct the supervision system for the rest of the thesis.Finally,integrating the reputation model analysis results and the problems in the case study,countermeasures are proposed from two perspectives.For the special technical problems,several improved measures are proposed.And for the improper actions taken by the construction enterprise,the improved supervision system is constructed based on the reputation model analysis.
