The issue on transnational mobility of human capital is drawing more and more attention from researchers, politicians as well as citizens for its dynamic trends and impacts on various countries during the past two decades. Based on previous researches in this field, this paper with the theory of globalization explores the reasons for the transnational mobility of human capital under the background of economical globalization. In this paper, the author argues that there are four factors which influence the mobility of human capital: individual's desire to move, the information for decision on movement needed by both the individual and the acceptant country, the opening level of the nation where the individual lives, the margin production of the individual. The author proposes that economical 'globalization has strong influences on the above four factors, therefore on transnational mobility of human capital, and studies the mechanism which is functioned by economical globalization.The influence includes:1. Combined with the global expanding of market economy system in the world, economical globalization provides the institution motivation for movement of individuals and boasts the process of the allocation of human capital word-widely;2. Economical globalization accelerates the process of globalization of human capital which forms the basis of the margin production of individuals, then determinate the inflow and outflow for a certain people;3. Multinational company has more and more important impact on the global mobility of human capital;4. The gap between the rich and poor countries in the world promoted by economical globalization results in the different well-being and working condition in various countries which influences the individual's desire to move , and leads to the difference'of international inflow and outflow of human capital for various countries;5. The global changes of industries structure in the world direct the mobility of human capital globally.Then, the author argues that there exists the possibility of the acceleration of the transnational mobility of human capital under the background of economical globalization. At the end of the paper, the author tests the above theory in case of China and assumes that the developing process of market economy system and ongoing open-door policy in China has improved the transnational mobility of human capital. Based on the research the author grants the choices of policy and measurement which may be pursed by Chinese government.
