The successful reform of rural credit cooperatives (RCCs) is the key to establishing the rural financial system that is suit for market economy. In the reform of RCCs, the reform of property rights' system is the core. During the long development, RCCs have taken many great changes. In the early 1950s, farmers who held the shares of RCCs had the property rights of RCCs. But from 1958, farmers had least and least property rights of RCCs. In the society of dual powerful structure or the society of two and a half powerful structure, this fact that the powers between governments and farmers are out of balance results in the dissimilation of the cooperative property rights' system of RCCs. The dissimilation of the property rights' system of RCCs had many bad effects on the development of RCCs. We must reform the property rights' system of RCCs, but it will cost a lot. For the direction of the reform of the property rights' system of RCCs, this paper represents that farmers should have the right for selecting the new property rights' system of RCCs.
