Analysis On The Governance Of German Metropolitan Areas

With the deepening of globalization and regional integration,metropolitan areas have risen rapidly around the world.The metropolitan area is not only the result of the further development of urbanization,but also an important carrier of regional economic and social development.From the experience of Germany,metropolitan governance is not only a way to overcome traditional borders and new forms of regional governance,but also an important means of coordinating local conflicts of interest in metropolitan areas and solving common problems at the metropolitan level.The German metropolitan area has become a model for governance of the world's metropolitan areas with a sound governance system,multi-party collaboration and networked governance and comprehensive governance planning.In the context of European integration,Germany's “European metropolitan area” emerged as a solution to the challenges of Europeanization and globalization.As the center of Europe,Germany's metropolitan areas play a leading role in politics,society and culture,and promote regional and national integration into global competition.As the central region of Germany,Hannover is the pioneer of German metropolitan governance after World War II.Its metropolitan area has Germany's unique metropolitan governance model,as its successful regional operating mechanism has become a classic example of governance in German metropolitan areas.The thesis uses a combination of theoretical and empirical research methods to analyze the governance of German metropolitan areas from the theoretical level,historical level and the practice level of Hanover's metropolitan area.The theoretical level is mainly the second chapter,which defines the concepts related to the governance of metropolitan areas and elaborates on its three theoretical schools: traditional regionalism,public choice school and new regionalism.On the whole,it is integration-distribution-cooperation of three phases;The historical level is mainly the third chapter,which sorts out the historical development process of German metropolitan governance and briefly introduces the institutional framework of its governance;The practical level is also the fourth chapter and the fifth chapter.The fourth chapter analyzes the governance of metropolitan area in Hannover,Germany from the perspective of the above theory and historical development,from the development history,institutional setup and operational mechanism.Analyzed and evaluated the practice and effectiveness of the governance of the metropolitan area of Hanover.The fifth chapter summarizes the experience of the governance of German metropolitan areas from the national and local levels,combined with the theory and the practice of Hanover region,and puts forward suggestions for the reform of metropolitan area governance suitable for the development of China.
