The social security system is a safety net of the society, in which any citizen should enjoy rights ensured equally. But because of the historical influences of the different economic structures in urban and rural areas of our country, rural residents have been kept outside of the social safety net during quite a long time. They can only realize themselves' guarantee under the mode with supporting parents in the family at the core . Since 1986, with the gradual development of the rural social pension system, the peasants of our country have been taken into of the security system network by the state for the first time. Under the government's organization, peasants save some of their income; the collective offers some subsidy and the state offers the policy support. Therefore, by accumulating in forms of saving, when they are old to lose labour ability, they can obtain help from the state and the society and enjoy the pension ensuring their basic living needs. After nearly 20 years of development , the rural social pension system of our country has obtained considerable development and has formed some systems which are suitable for the characteristics of our country . On the other hand, our country is a developing country, in which much of the population are peasants and the rural economic basis is extremely weak , the differentials between city and country are enormous, and the process of social security system reform lags far behind in economic and other social respects ,especially we are facing the severe challenge of rural aging population. This thesis tries to stress the importance and urgency of the rural social pension system reform, and propose to set up a development scheme with the local characteristic and multi-level security system.This thesis is divided into four chapters:Chapter One introduces in detail the background of our country's rural social pension system; that is, the current situation and cause of rural aging population of our country. Rural aging proportion and quantity of population increasing, the countryside traditional supporting mode facing the challenge, the reform and promotion of the rural social pension system are imperative.Chapter Two mainly analyses that the traditional supporting mode can not meet the demand of fast aging in the countryside, and makes efforts to explain the current opportunity and challenge our country's rural social pension system faces.Chapter Three chiefly analyses different development levels and conditions of consumption of rural economy in regional areas. It announces the enormous differences in per capita income and level of consumption between eastern and western area.Chapter Four tries to design the rural social pension system under the background of aging population in the countryside. In developed areas we should advance this actively .On the other hand, in the underdeveloped areas, we should postpone pursuing this . In the mode selection , with the starting point of peasant individual support, we should give play to the guarantee function of individual , family , collective , society and government sequentially.There are two points about the innovation in this thesis as the following:Firstly ,selecting the background of aging population, it has carried on network analysis of the current situation and countermeasure and suggestions of the rural social pension system.Secondly, in conceptual design, it has put forward the thought of the developed areas advancing actively and the lowly developed areas postponing being pursued .This thesis has fetched the normal research approach that combines with real example. It has several weaknesses because of the limitation of theoretical knowledge. The author is sincerely expecting the comments from every teacher, classmate and working fellow.
