Improvement Of Current Medical And Social Insurance Model

As the medical social insurance programmes are being put into effect, the government or society will provide medical services or economic compensation for the people who fall ill or injured by accident. Due to complexity and universality of the medical insurance system, it is very difficult for medical insurance institutions to control the expense during the process of medical services. Owing to the above facts, at present the establishment of medical insurance system is a tough job all over the world, leaving a big hidden danger for balance of medical insurance funds.In advanced countries, the medical insurance system has undergone one hundred years development and evolution and covered more than 90 % of population. Every advanced country has established the model for medical insurance system corresponding to the level of national economy and hygienic undertakings. Thus, their successful or unsuccessful experiences are worthwhile to use for medical insurance system of our country, which is just beginning to be instituted.The government of China attempts to gradually establish a new type of medical insurance mechanism to coordinate the rights and obligations among medical insurance organizations, medical institutions, units, staff and workers, and to promote reasonable disposal and optimal combination of medical and hygienic resources. The target for the new medical insurance mechanism is to achieve fairly good social benefit at relatively low expense for public medical insurance services. Although the new medical insurance system was put into effect only several years, many problems arouse during implementation of the new system and defects of the present system have been exposed. Therefore, it is necessary for achieving the desired goal to through investigation into the above issues.In this paper, the meaning, functions and characteristics of medical insurance system were briefly expounded. The basic models for medical insurance system of the contemporary era were analyzed in order to establish the new medical insurance model for China.The author thought that the model for present medical insurance of our country quite good reflected the original intention and basic thinking to reform the medical insurance system presented in " Decision to establish the medical insurance system for urban staff and worker" issued by the State Council. From the basic structure of present medical insurance, management and supervision of medical insurance funds, problems existing in the model for implementation of basic medical insurance of China were analyzed. The author considered that there were many shortcomings in the present model, such as the lack of basic applied basic research, relatively low ability of management and problems relevant to the system itself. The above facts lead to lose control of medical services and to rapidly raise the expense for medical services, directly affectingthe implementation of new medical insurance system. Aimed at the problems mentioned above, the author suggested that during the process of adjusting and implementing policy the connotation of basic medical insurance should be clarified, people's psychological activities and change in moral concepts should be paid attention to in order to avoid all possible risk. Regarding the balance between rights and obligations for medical insurance and improvement of medical insurance management, the author put forward his own opinion. It is hoped that legislation process should be accelerated in order to smoothly implement medical insurance and to guarantee reasonable use and balance the medical insurance funds. Moreover, the author also put his own view about management of appointed medical institutions and establishment of multi-level medical insurance system.
