The definition of "Public Diplomacy" originated and developed mainly in the United States of America, meaning the diplomatic activities conducted by one country toward the mass of others through information spread and cultural exchanges. As a new mode of diplomacy, it is the practice of the constructionism in the international relations, showing the characteristics of humanism.The PRC leaders have been advocating and implementing public diplomacy, on the basis of which they have established a complete set of theories. They have articulated the answers to such questions as why a country can and should conduct public diplomacy, and what are the ways of carrying out public diplomacy effectively, which has directed and will continue to direct China's activities of public diplomacy.China has been attaching importance to public diplomacy in many issues since its foundation, especially in the recent years. The Tibet Issue is just a case in point. China has made great achievements in the activities of public diplomacy as well as in the all-around construction in Tibet. China's policy and achievements in Tibet have been increasingly understood and acknowledged by the international society, thanks to the public diplomacy.However, there are still some problems that cannot be ignored. To solve these problems, we should make an overall strategy of public diplomacy, establish a special organization in charge of coordinating the public diplomatic activities, increase the input into mass media and strengthen the function of cultural organizations and NGOs. We should make full use of the foreign PR groups and mass media for they are clear about the mentality of the people there and know how to meet it. In terms of the way of conducting public diplomacy, we should give up the one-way spread of information and adopt the two-way exchange and multi-layer spread.
