Citizen consciousness is a kind of special social consciousness, which is a mirror of the specific social existence of citizenship. Citizen consciousness is citizen s knowledge and cognizance on citizenship and its inner values, knowledge on its political position and legal status, cognition and approval of the relations between citizen and state and between citizen and other citizen, knowledge on citizen s rights and duties and understanding on how to realize these rights and carry out these duties. Citizen consciousness, in nature, is the unification of consciousness of rights and duties. Citizen consciousness develops with development of the society and it improves with progress of the era.Due to underdevelopment of commodity economy and absence of democratic and legal tradition, development of citizen consciousness in our country has experienced a long and tortuous course. With collapse of feudal system in the late Qing Dynasty and with germination of commodity economy, Citizen consciousness in our country began to sprout in the semi - colonial and semi - feudal society. With foundation of the Republic of China and flourishing rise of the May Fourth Movement, citizen consciousness of our country developed slowly. Since the reform and opening up to the outside world, the commodity economy has got abundant development, and democracy and legal system building has been strengthened constantly, thus the citizen consciousness makes relatively great progress too. However, in the last hundred years, the development of citizen consciousness in our country has taken on three characteristics: slow development , lag behind political and economic development and imbalance of development. Good citizen consciousness is favorable to the development of legislation, judicature, law enforcement, legal supervision and formation of legal belief, and it is also helps to form prerequisites of rule - of - law course, such as market economy and democratic and legal system.
