Citizen consciousness is a special kind of social consciousness and is a concentrated reflection of citizenship, which in essence is the unity of awareness of their rights and obligations. Citizen consciousness mainly includes three aspects, namely the "subject consciousness" "rights consciousness" and "social responsibility consciousness". Specifically, Citizen consciousness is the sum of ideas and mental activity on the legal relations between citizens, the individual and the state, individuals and society, based on the legal qualifications and status of the citizens. The degree of development of citizen consciousness has become one important indicator of the level measuring the rule of law of a country.To foster citizen consciousness can contraint state power in a collective sense of civic rational supervision, so that it can better protect and promote the rights and freedoms of citizens and promote the rule of law. Therefore, to foster citizen consciousness is the essence of the rule of law. Sound citizen consciousness is the psychological and socio-cultural basis of the rule of law, which contains the active citizenship to promote the rule of law to adapt to the social development in open and democratic environment, enabling the power constraints and rights protection more effective. Citizen consciousness provides an important safeguard for the effective implementation of the law and is the internal driving force of nation-building. It can continue to promote the formation and development of democracy, legislative democracy, justice and legal supervision, and provide the internal support for cultural development for the rule of law.Our citizenship is still relatively weak, and ther are many causes: the feudal autocracy and the rule of man tradition restricting the formation of citizen consciousness; low level of cultural education, civic education restricting the formation of citizen consciousness; rule of law culture, lack of democracy awareness restricting the formation of citizen consciousness. Since reform and opening, with the establishment of the socialist market economy, the steady development of socialist democracy, citizen consciousness of the majority of the members have also been significantly improved and enhanced. The concept of citizenship has become increasingly popular, and the consciousness of their rights and obligations is growing. Accelerating the construction of a socialist country ruled by law, must rely on the social system to foster citizen consciousness through various means. First, to develop the socialist market economy and create citizens'subject consciousness and rational self-discipline. Second, to improve the democratic rule of law and foster citizen consciousness in political practice. Third, to protect the legitimate rights of social groups and foster citizen consciousness in social autonomy. Fourth, to develop culture and education and provide quality of protection for citizen consciousness. Fifth, use of the network of public space rationally and expand the channels of citizen participation in democratic supervision and politics.Citizen consciousness education in China and the rule of nation-building has a long way to go. Now the lack of citizen consciousness in China has become the core of restricting factor in national construction of the rule of law. The development and maturing of citizen consciousness is an important part of the comprehensive, free development of individuals, and an essential requirement of building the socialist country ruled by law. I believe that through the in-depth, common education of citizen consciousness, citizens will develop a good sense of accomplishment and social responsibility. It will lay a solid foundation for our goal of building a socialist country ruled by law.
