It analyses the problems existing in ecological protection and construction in our country and then points out some suggestions according to it.It analyses the problems and deficiencies in the running of supplying model of the Returning Forest Form Cultivated Land. Those are allowance and profit of ecological forest, and work costs of local government, and then putting out some countermeasures; With pointing out the harmful trends we should avoid in the Returning Forest Form Cultivated Land, and then applying for proposal for policy according to them.The innovation point of this essay is putting forward the multivariate supplying model of establishing ecological protection and construction in China based on theoretical analysis.
