Based on fully analyzed and proved about characteristic and influentialfactors of returning the cultivated land to forests, the purpose of this research is finding out the crucial factors that influence the effect of the project of returning cultivated land to forests and achievement on later stage, and then determining the most valid policy on the premise that economy, society, environment could develop in coordinate way, offering help to the government. Centre on this goal, I carry on the following research and form the corresponding conclusions:First, the paper analyzed in theory the ecological environment products' characteristic of supply and demand . I proved the basic point that the returning cultivated land to forests policy is made on for the first time. The main points formed in the paper as follows:1 facing up to the demand of environmental products, the public have defect in vote ability and vote motive. This will lead to the fact that alienation took place in most vote rules , and then lead to government's demand in environmental products in monopolized situation. When the demand is monopolized, the ability of private department to bargain in the environmental products ' supply is reduced. In addition, beause of uncertainty of the environmental products and the benefited target's unsubstitutability, the private department will weaken its motive of supply to the environmental products . When this motive is weakened to certain extent, the monopoly that the government supplies to the environmental products will be caused.2 In a situation that the government have double monopoly in demand and supply of the environmental products, the peasant who returned cultivated land to forests will lose the decision-making powers in operation of the forest , and have a partiality compared with the government' s interests. So the urge in private interests , the influence of agricultural and forestry products' market price fluctuation and the agriculture and forestry income difference of skewing etc. Peasant will utilize the information advantage to increase the cost of government's supervision and weaken the result of government's supervision .3 According to two above conclusions, the government should regard encouraging as the basic point that policy made on. Only in this way could we effectively encourage and restrain the peasant returning cultivated land to forests. So the government achieve their goal about returning cultivated land to forests while peasant household pursuing private interests.4 On long terms, if we want to consolidate later achievements of returning cultivated land to forests, government should regard the promotion of returning cultivated land to forests region' economic development as long- term policy basic point, weaken it until chang peasant household's relation of depending on the land has returned to forests.Second, we regard Hebei as our research area.
