Today, under the globalize background, a variety of social contradictions andproblems have become increasingly prominent and presents diversity and complexityand technical characteristics. Along with the improvement of the degree ofdemocratization of society which lead to different stakeholders ’ exhibit differentbehavior. They are driven by their own preferences; desire to exercise their power toparticipate in the public policy, guidance, checks and balances, or even intervention.However, the current definition inconsistent on the main types of publicdecision-making, responsibility is not clear, the main ways impeded the use of powerwhich led to public decision-making body in particular indirect subject of decisionmaking in participation in public policy development to effectively exercise thepower in the process.Based on this, this essay uses comparison method frequently, though theapplication type, public decision-making powers on the West, influencing publicdecision-making theory of subjective and objective factors such as the use ofpower-related knowledge of comparative studies to analysis of the main motives ofpublic decision and power use. In profits from the Western developed countrydemocracy participation policy mechanism in the foundation, unifies the Chinesedemocratic politics construction the development condition to provide thecountermeasure suggestions. Our policy aimed at improving the use of public powermeans the establishment of the decision-making body; interaction betweencooperation and win-win connections mechanism; urged relevant departments inaccordance with the principle of fairness and justice distribution of social resources;for public policy formulation of scientific, democratization and legalization process.
