This dissertation makes some preliminary study on the governing laws of CPC, with the means of comparative analysis, of the dialectic, from general to special, of system and of unity between history and logic. From reflecting the ultimate existence of the regime, we may draw the conclusion that the legitimacy and stability of the existence of the regime eventually depends on three factors: the advanced nature of the party in power (subject), the supporting extent of the mass (object) and the highly efficient public power institution in modern democracy. These three factors interact and evolve three relations, i.e. the relation between the party and the people, the relation between the party and the government and the relation among parties (the friendly party, the party participating in government and political affairs and the party in office). The dissertation constructs a governing laws system of CPC from the macroscopic angle, namely, the law of being in power for the people, holding the party's ground, and building the party while being in power. These three laws exercise control over a series of concrete laws respectively. The dissertation also points out that the relation between the party and the people is the starting point and the core of researching for the governing laws of CPC. The relation between the party and the government is the carrier of the governing laws' operation and the relation among parties its inner protection and encouragement system. What is more, in the research and expression about the governing laws of CPC, the dissertation has broken through the general expression mode in our country which regarding the regulations, guiding principles and policies as governing laws, which follow the key political elements of the party nature of the laws to grasp the governing laws of CPC from the angle of internal relations of the key elements.
