The websites established by the government is a new practice of administrative management and a pretty new administration means with representation of information. The E - government constructed by the websites is constantly breaking through the stability and balance of the previous administration and management system and playing a function of great , irresistible and revolutionary motivation in the course of developing and reforming administrative management. It is deeply influential to the prospect of administrative management and playing a function of catalyzing administration innovation . In order to be advanced scientifically, administrative management must be positive in meeting the various challenges along with information revolution and remove obstacles that it encounters on the road of information construction. It has become a necessary option for the different governments to go along with information age, a request and a base for promotion of development of administrative management practice, and a source and a motivation for creating a new administrative management theory.The article deals in the affection to the reform and innovation of the administration in term of the government function, working style and efficiency, owing to the websites established by the government. By the theory analysis of changes in administration prior to and after the establishment of websites by the government, the article has made a study on the affection produced by the websites work to the administration reform and the rules to follow for administration innovation and options of the administration policy after the websites have been constructed. With presentation of the article , I hope to exchange views with the friends in the academic circle to offer suggestion to the government for its reform.
