Civil Servant system is the result from the exploration of social and state management during the industrial civilization period. Its appearance is to meet the need of socialized production and market economy in modern society. In order to conquer the malfunction of market economy, the government should give strong disturbance and balance. And the modern civil servant system is a guarantee of an effective government. At the beginning of the new century, it has been a universal study to explore how to decrease the cost, to improve the service, and to heighten the vigor and makings of civil servant stuff.During the last years, there are the new development and tendencies of the abroad civil servant system, such as, the performance-oriented civil r.ervant system reform which assists greatly to improve the administrative efficiency and ability. The civil servant system has been widely adopted, but flaws and limitations are caused by the short time borrowing. The relevant studies on journals and newspapers lack the systematic and deep research. This paper tries to explore the Chinese civil servant system from the synchronic and diachronic degrees, and propose several suggestions to improve it.This paper is composed of three parts. The first part is about the development and current status of national civil servant system. After analyzing the motivation and conditions of the rising of civil servant system in China, the author describes the current situation of the system and gives an objective comment.The second part points out the main problems in the system and analyzes the reasons. There are a lot of flaws in the current civil servant systems. Analyzed from the position-classification system, assessment and employment system, and training system, this paper explores the political, economical, and cultural issues which limit the development of the system.The third part proposes the suggestions to perfect national civil service system. To borrow the oversea experiences of civil service reform is helpful to form a qualified and professional civil service staff. Suggestions, such as legalize the national civil service system, improve the operating mechanism, establish the new idea of perfecting thesystem, and deepen the reform of civil service system are proposed so as to build a keenwitted and capable civil service staff and realize the effective operation of modern government.
