As the first part of civil servant system, the civil servant recruitment system has become more and more valued. Mature and impeccable recruitment system of civil servant not only can select outstanding talents for our country, but also can arrange them to suitable jobs. So as to ensure the progress of national administrative activities smoothly and improve the administrative efficiency.During the period of Meiji restoration, Japan established the modern civil servant system on the basis of western civil servants recruitment system in combination with its own national conditions. So far, the evolution of Japanese civil servants recruitment system can be divided into three stages:the first phase is the form of Meiji period Japanese civil service examination; the second phase is the establishment of three tests after the second world war.; the third phase is The third stage is the implementation of 2012 new hire examination. Japan's recruitment system of civil servant is changing with the national conditions and international situation, so the system's advancement could be guaranteed. Japan is our neighbor separated only by a strip of water, the two countries have the same political climate in east Asia. After world war ii, both countries were newborn, but Japan established the civil service system quickly, in order to protect the political activities smoothly and promote the development of social life. This successful experience is valuable for us to study and borrow. Then, the Japanese civil servant recruitment system is how to set up? how to develop and change? With what kind of idea? What kind of development orientation does it have? What can we learn from it? These issues will be the most important to watch.The goal of this paper is exploring history and modern development, innovation and transformation of Japanese civil servant recruitment system deeply and finding a new way to change China's civil servant recruitment system. The first part mainly expounds the concept of the civil servant recruitment system and Japan's development history and basic content, and also analyzes the data of the new civil servant examination; The second part is evaluating this system and its development trend, analyzing its applicability for our country. The third part mainly points out the enlightenment of Japan's current civil servant recruitment system to China.
