And the city-group is the tendency of the modernization cities. It must be a quick development stage for China urbanization in the 20 years. At the beginning of the new century, Henan Province Party Committee and Henan Province Government have brought forward a strategic conception that we should carry out the regional center city promotion strategy, speed up the Midland city-group development and actualize prominence of the Midland. It is a vital research subject on how to understand and keep to the strategy all-sidedly scientifically, respect the common rule of the world urbanization consciously, adopt the experience and precept from the developed countries and China progress, and search after the new thread and new method on impelling the city-group development in the Midland, as especially adopt the formation and development experience of the mutual city-group in the world, for the administration and theory researcher. This article integrates theory analysis with practice analysis, demonstrates the relation of the city, the urbanization and the city-group deeply, and analyses China urbanization process and the city-group development.
