Research Study On The Issuse Of Personnel Testing Systems And The Enhancement Of Those Systems Through Continuous Reform

Personnel testing and Personnel Capability Evaluation serve as important tools for talent selection and play indispensable roles in human resource management. They can simultaneously contribute to the comprehensive reform of a country’s personnel system while serving to enhance the overall process of that systems. However, with the advancement of social reform and the ever-changing social environment, personal testing systems have revealed weaknesses that negatively impact their healthy development.This article is based on the personnel testing system currently used in the city of Ordos, the city’s operating reality, my grassroots work experience, and the five personnel-testing areas identified as needing improvement. These areas include:1) The personnel testing management system is unreasonable and impractical, and the testing organization is slow,2) The self-operating mechanism of the personnel testing system needs refining and the supervision system is not well developed,3) The personnel testing system lacks fairness and there is an absence of scientific soundness,4) The operational mode in the personnel testing system is unsafe and harsh due to the complexity of the external environment, and 5) The construction of the legal system of the personnel testing is neither solid nor mature. Based on these issues, I hereby put forward several propositions to constructively address theses issues. I propose the following:1. Straighten out the management mechanism and develop an independent and integral personnel system management system. 2. Enhance the operating and supervision organization in the system. 3. Act promptly to establish a more scientific, efficient and multi-dimensional personnel testing systems.4. Clean up the testing environment and try to build a trustworthy social climate within the test environment.5. Speed up the construction of the legal system in the personnel testing system.
