After the Third Plenary Session of the 11th Party Central Committee, The Party and government have made the policy that some people, some areas can get richer. This policy not only promotes the great division of different levels in the society, but also promotes the division inside the stratum, among which the peasant's division is most obvious. It has produced great influence on party's ruling foundation in rural. It is a " double-edged sword ", on one hand, peasant's splitting up promote the awakening of the peasant's independent consciousness of different levels, forming competitive environment, providing convenience for consolidation the party's foundation in rural and offer favorable terms in countryside. On the other hand, the impact on rural economy, politics, thought field also raise challenges to the party's foundation in the countryside .So we must practice the important thought of "Three Represents" in the transition of the rural society, strengthen self-building to build a party for the interests of the people, assume power for the people, meet peasant's needs maximumly, bring about an advance in agriculture and safeguard the stability of countryside. Leading all peasants build cause of well-to-do society and push forward in an all-round way to come.This paper's aim is to reveal the relation between peasant stratum's division and the foundations in countryside. Through analysing peasant's division, solving the society problem and making the transition in period, the party is in a situation that his ruling foundation faces the challenge in the countryside. So we must raise self-building, improve the interests' combining ability and consolidate the party's ruling foundation in countryside.
