Yanbian Individual And Private Economic Development Issues

Non-public ownership of means of production economy, such as individual economy and privately owned economy, is one of the important parts of the socialist market economy of China. The basic economic system of China in the primary socialist stage is that other ownership of means of production economies develop together, centered in public ownership of means of production economy.It is pointed out by the 16th conference of the Party that we should strengthen and develop public ownership of means of production economy fixedly, and encourage, support and lead the development of non- public ownership of means of production economy fixedly. It is proposed by the third meeting of the 16th conference of the Party that non- public ownership of means of production economy is allowed to enter into the fields that are not prohibited by the laws, such as infrastructure, public facilities and other lines. The enterprises of nonr public ownership of means of production economy cat; get the same rights and treatments as other enterprises do, especially in investment, tax, land and foreign trade. This brings a good opportunity to the non- public ownership of means of production economy such as individual economy and privately owned economy. However, their developments vary among areas. So, we must energetically develop public ownership of means of production economy such as individual economy and privately owned economy in order to go out of the difficulties of Yanbian economy.We should be faced with the current problems, liberate our ideas further, encourage, support and lead the individual economy and privately owned economy to develop soundly and rapidly. We also need to make regulations and concrete policies which can improve the development of individual economy and privately owned economy, change the government functions, optimize development environment, set up service system, adjust the industry structure and ownership of means of production structure, and create good conditions for the public ownership of means of production economy and individual economy to compete fairly and develop together.This dissertation is composed of four parts:1. The countermeasures and suggestions for quickening the development of individual economy and privately owned economy in Yanbian.
