The environmental measures taken by countries have significant trade effects, and have caused several disputes in WTO. Therefore they become the focus of the discussion of the linkage of the trade and environment. The paper makes comprehensive and systematic discussion on the trade-related environmental measures in the multilateral trading system. The content include four parts: background . the trade-related environmental measures (TREMs. developing countries and TREMs , the trend of TREMs in the multilateral trading system. The paper focuses on the trade-related environmental measures and the trade effects of the measures, makes a penetrating analysis on the environmental criteria which have close relation with the TREMs. The paper also discusses the rationality of the TREMs from three angles, and put forward some predictions and proposals on the modification of the rules of WTO. In addition, the paper gives some suggestions on the attitude of the developing countries to the TREMs.
