What the most noticeable change is the establishment and prosperity of the civilian industry in the economic field in China. As a highlight, which is the mostvigorous in our national economy, the civilian industry generally becomes the important impetus to support and promote the economy development Until the end of 2002, the proportion of the civilian economy in our ODP has reached to 48.5%. In addition, on the 2nd session of the 10th National People's Congress, the presidium has passed the Amend of Constitution, which in the second style of 11th and the 13th term clearly explains and indicates the problems about protecting individual property, so the laws and public environments related to civilian industry can be perfected further. From a general survey of the development of civilian industry, Wen Zhou, Su Nan and the other successful models become the typical models of non-public economy development, which have great meaning to take into account to other areas.In recent years, the growth rate per year in Yun Nan has surpassed the average level of nation. However, because of the poor basement, the developing level in Yun Nan is still too low. The author thinks that, as the chief factor, Yun Nan's civilian industry does not have the proper competitive advantage which is expanding. According to the authority in the fields of Competition Strategy and Competition Power, Professor Michael E. Porter, in order to form the civilian industry's competitive advantages, we should analyze from factors of production, demand conditions, the appearance of relating industry and supporting industry, the strategy, structure and competitive adversary of enterprise, to two accessory factors on advantages and government Yun Nan Province has the unique area conditions. With the further collaboration and development of China-ASEAN Free Trade Area and Lancang-Mekong River Sub-region Corporation, all of above can bring about unprecedented opportunities to our civilian industry. First of all, the paper discusses the development of the civilian industry in China and shows some existing problemsin it. Secondly, according to some examples, such as Wen Zhou Model, Su Nan Model, the author summarizes their experience and deficiency. Finally, basing on the present situations and its characters of the civilian industry in Yun Nan, the paper founds the bamcade of it and completely shows its own advantages .Then basing on the Competitive advantage Theory, the paper . try to explore a new developing model that is fit to the civilian industry in Yun Nan.
