Research On The Dilemma And Countermeasures Of Technology Spillover Of Military-Civilian Integration Industry In Gansu Province

As one of the typical provinces of national defense industry,Gansu Province has a good foundation and broad prospect in promoting the development of Military-Civilian Integration industry.However,from the actual situation,the dual structure of the traditional two systems of military and civilian administration has not been completely broken,and there are still many practical obstacles to the realization of "Military to Civilian" and "Civilian to Military".In the key period of Gansu Province efforts to promote the in-depth development of Military-Civilian Integration and accelerate the transformation and upgrading of the national defense industry economy,this paper comprehensively analyzes the current situation of Military-Civilian Integration development and technology spillover in Gansu Province,explore the predicament in the process of the technology spillover of Military-Civilian Integration industry,and explore the countermeasures to unblock the technology spillover of Military-Civilian Integration industry in Gansu Province are conducive to breaking through the obstacles to the development of Military-Civilian Integration industry.Based on Externality Theory and Industrial Relevance Theory,this study firstly establishes the theoretical analysis framework of the technology spillover of Military-Civilian Integration industry,and then uses the Grounded Theory,an exploratory research technology,to construct the dilemma model of the technology spillover of Military-Civilian Integration industry in Gansu Province.Furthermore,taking typical Military-Civilian Integration enterprises in Gansu Province as cases,combining empirical research and analysis with questionnaires to summarize the current situation and dilemma of the technology spillover of Military-Civilian Integration industry in Gansu Province,and analyze and propose solutions at policy level,market level,talent level and enterprise level.The main conclusions and results of this study are as follows:First,the technology spillover of Military-Civilian Integration industry can be realized through three modes: two-way technology spillover between military industry and civilian industry,one-way technology spillover of military industry and one-way technology spillover of civilian industry.Among them,the technology gap is a necessary prerequisite for technological spillover;Military to Civilian(Civilian to Military),human capital flows,demonstration and imitation,and technology licensing and transfer are the channels of technology spillover.The technological gap between the military and the civilian,industrial relevance,geographical distance,market scale,technological absorption capacity and human resource quality are important factors affecting technological spillover.Second,by using the Grounded Theory to gradually code,it is concluded that the effects of the technology spillover of Military-Civilian Integration industry in Gansu Province are restricted by four levels: policy level,market level,talent level and enterprise level,and then it is concluded the dilemma model of the technology spillover of Military-Civilian Integration industry in Gansu ProvinceThird,this study theoretically explains the model,and forms the dilemma item of the technology spillover of Military-Civilian Integration industry in Gansu Province according to the content of main category and subsidiary category.During the explanation of the model theory,this paper finds that the model includes the awareness of Civil-Military Integration and the enterprise's own problems,which are rarely involved in previous studies.Fourth,through the empirical analysis of the Survey questionnaire on the dilemma and Countermeasures of the technology spillover of Military-Civilian Integration industry,this research found that the biggest difficulties faced by the macro policy level,market level,talent level and enterprise level are the high threshold of Military to Civilian(Civilian to Military),the poor access to relevant information,the shortage of scientific research and technology related talents,and the high cost of production line maintenance.From the whole point of view,the whole Military-Civilian Integration industry is facing different levels of technological spillover dilemmas at multiple levels.Among them,the shortage of scientific research,technology and other related talents,serious brain drain,the high threshold of Military to Civilian(Civilian to Military),long time and complicated procedures for obtaining relevant qualifications,or technical declassification and decryption are the most prominent dilemma faced by Gansu's technology spillover of Military-Civilian Integration industry?Fifth,through the analysis of the questionnaire,this study shows that the dilemma of technology spillover of Civil-Military Integration should be solved from multiple levels and aspects.Among them,improving the company's technological innovation capabilities,optimizing the incentive mechanism of employees,and strengthening the training and introduction of talents are the key considerations for enterprises.Government and relevant departments can solve the dilemma of technology spillover by establishing technical fund incentives and subsidies,cultivating professional and technical talents,and introducing policies to implement talent introduction,smoothing information exchange mechanism and other countermeasures.Finally,according to the above conclusions,the study provides corresponding policy recommendations from four aspects,and explains the main limitations and research prospects of this study.
