Military Institute Of Products For Civilian Use Industrial Development Model

It is a national strategic requirement on all the science and technology institutes in China that civilian product be industrialized, with the help of high technology. It is, thus, a challenge of greet importance facing these institutes and their affiliates that each of them speeding up its respective efforts in industrializing civilian commodity production according to their own conditions. Research programs in this field, however, are still at their initial stages of exploration and summery.This paper presents a discussion and analysis of the case of Chengdu Automatic Mechanism Research Institute (CAMRI), its efforts in developing and industrializing civilian products. In particular, the paper focuses on the developing process of CAMRI's leading subsidiary Chengdu Blue Sky Industrial Corp Ltd (CBSC). Following a brief introduction of CBSC's developing process of civilian commodity, it gives a detailed account of the key reasons of CBSC rapid development since 1996. They are, first, enhancing capital operation and establishing economies of scale to improve the floor of company; secondly, starting an investment and management company of civilian commodity; thirdly, putting the relation of property right in order; fourthly, setting up a legal person administration structure to regulate corporate operation, ridding of the old pattern of administrative consultation; fifthly, establishing a project-oriented departmental structure so that multi-programs and technology promotion are stimulated; last but not the least, undertake a yearly-pay salary system for the management group aiming at its backbone teams' professionlization and market-oriented self-interest. It also comes up with a mode based on the experiences and lessons of CBSC's development, that the subsidiary company's industrialization precedes the institute's civilian product industrialization. It is a common developing mode of civilian product chosen by the characteristic ofdomestic institutes, with the typical Chinese characteristics. It is also the result of that institute, which is under the traditional economical planning management, continue improving self-competition and innovating the management system so as to establish the market economical ideas and the modern management system, depending on the civilian commodity developing of their company. As a conclusion, this paper believes that what indeed matters in civilian product industrialization is a regulated mismanaging mechanism, together with an improved administrative system, featuring modern business administration. In the end, the paper discusses also CAMI's latest civilian product development; the paper proposes a development mode for research institutes of high technology to industrialize their civilian products, one of innovation, reform and development for institutes.In summery, this paper presents a discussion of the hardships and successes CAMRI has had, though within what the national government policies permit. The mode proposed, therefore, may well serve as one for reference to all the domestic military product research institutes, which are striving to grow into bigger and better civilian product producers. It should pointed out, nevertheless, different institute should choose different developing modes according to their self-situation, different products and especially different developing circumstance. In different developing phase, the effective managing methods should be adopted to make better their operation mechanism,to improve the benefits of management and to accelerate the development of companies. Whatever the developing mode is chosen, the goal is to realize industrialization of civilian commodity, to make sure that state assets be protected and increased in value. Whenever the developing phase is, the core is to establish the modern management system so as to support the developing of company.
