China Shipbuilding Industry Corporation Qianwei Instrument & Meter Factory is a Special factory in researching,producing precise machine,producing electronics instrument & Meter.It form gradually common development situation in munitions and civilian product by many years effort. At present,the factory has form common development situation at three aspect,munitions,gas measure Meter,gas hanging stove. Now,how to catching hold of opportunity and how to developing quickly is the problem which Qianwei Instrument & Meter Factory is facing .To the problem,thesis carries through research from point of view of strategic management.The thesis applies related theories and methods of strategic management to research Qianwei Instrument & Meter Factory's developing stratagem from strategic establishment,strategic practice and etc. aspect. First,the thesis analyses the external environment factors in economy,politics,policy,consume,industry competition and etc. It applies "External Factors Evaluation (EFE) Matrix" to evaluate the availability of the enterprise's reaction to key external factors. Meanwhile,It analyzes internal organization,human resource,Marketing,producing ability,research ability and financial management. And it applies the "Internal Factor Evaluation (IFE) Matrix" to evaluate the advantages and weaknesses. It adopts "Threat-Opportunity-Weakness-Strength Matrix" to match the key internal and external factors,which result in four proposals of the SO,ST,WO and WT strategies for enterprises to guide the enterprise to play advantages,make use of opportunities,offset threat and make use of opportunities,overcome weaknesses,reduce threat and then can offer the alternative strategy. Besides,it adopts the "Strategic Position and Action Evaluation Matrix" to analyze and evaluate the present strategic position and detailed strategy. And,according to the defined tasks,long-term and short-term targets,it may determine the type of strategy and the concrete strategy which should be chosen in enterprise.
