It is imperative for China to establish and carry out the system of the non-commissioned civilian personnel in terms of advancing military modernization and innovation. During the implementation, the People’s Liberation Army’s various logistics departments have been employed a large number of talents with social and technological skills, of which civilian nurses account for a considerable proportion.The recruitment of non-commissioned civilian nurses is an objective demand as the military hospitals adapt to the socialization of talents in a market economy. As the military system reform continues, non-commissioned civilian nurses will become the main force of the nursing staff in military hospitals. Therefore, their overall quality will directly affect the hospitals’nursing quality.Chinese military hospitals have employed many non-commissioned civilian nurses with various backgrounds and levels of competency since the release of the PLA’s regulations on civilian personnel in2005. However, in the process, immature recruitment methods and inadequate management system have led to high mobility and low efficiency of the employed nurses. Therefore, how to avoid recruitment risks and build a civilian nurse team, with high quality, familiarity of military environment and strong commitment to their posts, stands as the most urgent and arduous task for military hospitals.This research investigated into the work conditions of non-commissioned civilian nurses in the Jinan Military General Hospital and Military Clinic.The paper, based on the competency model theory, has adopted methods such as behavioral event interviews, questionnaire survey and observation to construct a competency model for the surveyed non-commissioned civilian nurses and discuss about the recruitment methods and procedures.The full text is divided into six sections:1. an explanation of objectives and significance of the research;2. an academic review of the competency model theory;3. the analysis of military hospitals’ problems in their recruitment of non-commissioned civilian nurses;4. theoretical analysis on related policies and regulations for non-commissioned civilian personnel, previous researches, functions of nurses as a profession and job characteristics in military hospitals, combined with behavioral event interviews with hospital managing staff and nurses, to facilitate the construction of the model;5. discussion on the recruitment procedures of non-commissioned civilian nurses;6. a conclusion on the research result and its weakness.
